In November 2014, Jessica N. Holmes became the youngest commissioner ever elected in Wake County’s history. She has since become the youngest person to ever wield the gavel as Chair after being unanimously elected by her colleagues to lead the board for two terms. She received her Bachelor of Arts in Political Science and Juris Doctor from the University of North Carolina at Chapel Hill and the University of North Carolina at Chapel Hill School of Law. She is licensed to practice law in North Carolina and New York.

She has a strong sense of community and is the immediate past chair of the NC Foundation for Public School Children and has served on the board of directors of Wake County Smart Start, InterAct of Wake County, and a Helping Hand, Inc. Most recently, Holmes was the 2020 democratic nominee for NC Commissioner of Labor.
